Minimum Operating Requirements (MOR) & MOR+
Introduction
East Dunbartonshire Council and East Dunbartonshire Leisure & Culture Trust Minimum Operating Requirements (MOR) aims to support community groups and clubs achieve a safer environment and long term sustainability by reassuring the community that all groups / clubs meet a minimum criteria to operate within our facilities and community.
MOR will provide an online framework for all clubs and groups to show what they are doing, how they do it, and where they can improve.
The MOR has three levels offering a range of different criteria to support clubs and groups.
The levels are:
- MOR Non-sports club
- MOR
- MOR+
How to complete the process
Our Commitment
East Dunbartonshire Council and East Dunbartonshire Leisure & Culture Trust have decided that any groups or clubs wanting to use EDC and EDLC facilities, work in partnership with Sports Development, Active Schools or gain local funding must complete one of the levels of MOR.
Our aim is for the majority of our current community groups / clubs that operate within our facilities to have achieved MOR in 2023/24. We appreciate that it may take time for groups and clubs to meet some of the criteria therefore there will be a two year phased timescale if required for this to be completed. We have also created several supporting documents integrated with all sections of MOR to further support groups and clubs.
How to Apply for MOR
Applying for MOR non-sports club, MOR or MOR+ will be an online process with clubs required to provide evidence on completion in various formats.

Which clubs are required to become MOR accredited?
All clubs and groups are required to complete the MOR process, If you are using an EDC / EDLC leisure or cultural facility for training, games or competition, working in partnership with our Active Schools team / Sports Development team.
How does a club or group become MOR accredited?
Simply by applying online through the application link. To fully complete the MOR process a member of our team will be in touch to review your clubs / groups operational content.
How much does it cost to complete the MOR application?
The MOR application is free for to all clubs and groups to complete.
How long is accreditation valid for?
MOR accreditation will last for one year with clubs and groups receiving a reminder to re-apply.
What are the benefits of an MOR accreditation?
MOR will allow clubs and groups to express that they meet a minimum operating standard as set by East Dunbartonshire Council and East Dunbartonshire Leisure & Culture Trust, this will allow all members and the public to understand that their club is recognised by the local authority.
MOR will be the bench mark for all clubs and group within the Council's departments and facilities.
What criteria must clubs / groups meet?
Most clubs and groups currently meet around 80% to 95% of the MOR criteria before they even start the process. The main focus of the requirements will be focused on safer club and suitability of clubs. If your club does not meet key aspects of the MOR criteria your application will be filed as pending, however we will support you to reach that accreditation.
What rewards do we receive as a member?
All groups and clubs by completing the MOR process will demonstrate good practice, open and transparent club. The MOR process will also showcase your club or group to the community and new members promoting good practicing clubs.
MOR+ clubs and groups will be invited to join East Dunbartonshire sports steering group.
What happens if clubs cannot currently complete the MOR application?
All clubs and groups will receive guidance and support from the EDLC club and volunteer officer to achieve the criteria, further sports from the Active Schools and Sports Development departments will also be made available on request.

What happens if clubs do not / refuse/ fail to complete the MOR application?
EDLC will have the right to restrict or completely pull any support. Impose restrictions on facilities and offer no future priority / continuation on lets.
What will happen to the ‘pink’ club booking form that we currently complete for leisure centres?
MOR will replace this form, the current form will no longer need to be completed, however the leisure centres / Active Schools / Sports Development departments may still ask for contact details.

- A qualified first aider per group / team (where required)
- One person per group / team who has attended a Child Wellbeing and Protection in Sport course or equivalent
- PVG Scheme Membership for all leaders, volunteers and helpers
- One young person under the age of 18 and one person over the age of 18 to attend one anti bullying course per year
Governance
- A Constitution
- A Mission Statement
- A Code of Conduct
- A child or adult protection policy
- A Health & Safety policy
- Public Liability Insurance? (£10 million) and Employers Liability
- Insurance if applicable
- A club/group bank account
Club Growth
- Funding or fundraising plan

- One representative attending at least one East Dunbartonshire workshop/forum per year
- A coach education annual plan
- At least one volunteer
- One person per group/team who has attended a Child Wellbeing and Protection in Sport course or equivalent
- One Child Protection Officer who has attended a Child Wellbeing in Sport Officer Workshop (Children 1st) or equivalent
- One young person under the age of 18 and one person over the age of 18 attend one anti bullying course per year
- PVG scheme membership for all coaches, volunteers and helpers
